Agile misuse results in some people asking that plans be changed without impact. This belief can not be farther from the truth. Only when true "progressive planning and implementation" is in place AND changes are requested before the next level of progression has started can there be a practical capability of "Welcome changing requirements, even late in development."
Empathy with people doing the planning and the implementation reveals the more time invested, the more vested those people in the original plan. Leadership who listens to feedback regarding changes to a plan will find that progressive planning practices will demonstrate a practical approach to the tradeoffs of over planning with planning too late.
